Οpen Competition Call for Ideas and Proposals on Ilia

The Andreas G. Papandreou Foundation announces an international open competition of ideas and proposals for the restoration and sustainable development of the areas in the Prefecture of Ilia and the Peloponnese District that were damaged by the summer fires of 2007.

Theme and purpose of competition

Proposals should primarily address:

  • The description of an integrated model for restoration and sustainable development by making use of an interdisciplinary, intersectoral approach based on the principles of open innovation
  • The necessary institutional framework (additions, modifications, specifications etc.)
  • Methods of fund raising and financing (operational plan)
  • Proposals should take into consideration:

  • The principles of sustainable development
  • Contemporary developments and possibilities offered by science and the new technologies
  • As region of study is defined the Prefecture of Ilia and as a wider region of study is defined the entire province of the Peloponnese, particularly the fire-ravaged areas in the Prefectures of Arcadia, Achaia, Laconia, Messinia and Corinthia.

    Eligibility

    Eligible to submit proposals are individuals and legal entities.

    Individual candidates can be citizens or groups of citizens who, due to their professional background, skills and experience, have an interest in the theme of the competition.

    Due to the interdisciplinary approach of the issue, the participation of various experts in work groups is strongly encouraged. Citizens with diverse academic and professional backgrounds (e.g. architects, town planners, land use planners, environmentalists, economists, sociologists, anthropologists, legal experts, politicians and administration scientists, computer scientists) are encouraged to engage in an open collaboration with each other, as well as with other interested individuals and bodies from Greece and abroad.

    Legal entities eligible to enter the competition are Non-Governmental Organizations of all types (Unions, Associations, Foundations, Partnerships etc.), high or higher education institutes and research centers, professional and scientific chambers, development companies or first- and second-grade local authority enterprises and related bodies.

    Specifications on submission and presentation of proposals
  • Proposals must be submitted within a period of fifty calendar days after Wednesday 11 February 2009, date of publication of this call in the daily press and the internet.
  • Proposals must be submitted in the form of a dossier in printed and digital form, which should contain texts as well as all visual material (maps, drawings, photos etc.) deemed necessary by competitors for the better presentation and understanding of their proposals.
  • Proposals may be sent by post or delivered in person on the address of the Andreas G. Papandreou Foundation (87, Pireos Str., GR-105 53 Athens) to the attention of the Evaluation and Award Selection Committee Secretariat and no later than 12.00 p.m. on Thursday 2 April 2009. After submitting their proposal, candidates should seek information on the date and place of the open presentation of their proposal before the Evaluation and Award Selection Committee via the competition web site "http://www.i4i.gr"
  • Public consultation, open innovation process
  • This call was formulated in the context of a public consultation process, during which everyone was offered the opportunity to submit proposals on the improvement of the draft call via the competition web site "http://www.i4i.gr"
  • Individuals and legal entities interested in participating in the competition should register in the Candidate Registry via the competition web site (http://www.i4i.gr)
  • Individuals, groups or legal entities interested in participating in the competition throughout all stages, are entitled to submit their final proposals via post or/and electronically via the competition web site (http://www.i4i.gr)
  • The deadline for the submission of proposals is 12.00 p.m. on Thursday 2 April 2009.
  • At a time to be defined, candidates will be invited to an open presentation of their proposals before the Evaluation and Award Selection Committee.
  • Evaluation and Award Selection Committee

    Awards will be given to three top ranked proposals, as judged by the Evaluation and Award Selection Committee which is composed of nine experts as follows:

    • two representatives of the Andreas G. Papandreou Foundation
    • one representative of the Prefectural Administration of Ilia
    • one representative of the Technical Chamber of Greece one representative of the Technical Chamber of Greece-Regional Department of Western Greece
    • one representative of the Prefecture Committee of the Technical Chamber of Greece-Regional Department of Western Greece, operating in Ilia
    • one representative of the University of Patras
    • one representative of the University of Peloponnese
    • one representative of the Technological Education Institute of Kalamata

    The Committee will be chaired by the representative of the Andreas G. Papandreou Foundation.

    The Committee Secretariat staff will be appointed by the Andreas G. Papandreou Foundation.

    A total amount of 30.000 Euros will be distributed to three award-winning proposals as follows:

    • 1st Award: 15.000 Euros
    • 2nd Award: 10.000 Euros
    • 3rd Award: 5.000 Euros

    The Andreas G. Papandreou Foundation, as the implementation body, undertakes scientific responsibility for conducting the competition under conditions of objectivity, credibility, transparency and within a framework of public consultation. Monetary awards to beneficiaries determined by the Evaluation and Award Selection Committee will be granted by the Panhellenic Socialist Movement (PASOK) which has assumed openly the responsibility to sponsor the competition.

    At the next step, after awards are given, the Panhellenic Socialist Movement (PASOK) in collaboration with the Andreas G. Papandreou Foundation, and in accordance with specific conditions and a set timeframe, will jointly order the implementation of a Study for the Restoration Plan of the region in question, for which an amount of 100.000 Euros is earmarked. The Evaluation and Award Selection Committee is entitled to make recommendations to the Panhellenic Socialist Movement (PASOK) on combining the three award-winning ideas and proposals or other submitted and shortlisted ideas and proposals, with the aim to elaborate an integrated proposal for the restoration of the Prefecture of Ilia and its wider area.

    Within the framework of an integrated initiative for the restoration of areas damaged by fire, the Panhellenic Socialist Movement (PASOK) in collaboration with the Andreas G. Papandreou Foundation undertake joint responsibility for the continuation of proceedings and taking all necessary steps to ensure compliance with set conditions and requirements, the implementation of all specific actions within their set timeframes and the provision of funds necessary for the implementation of such actions, amounting to 1.200.000 Euros.

    Evaluation and Award Selection criteria

    During the public presentation of proposals and the evaluation procedure, awards will be primarily judged on the following criteria:

    • Compliance with the framework and the theme of this competition, as these are described in paragraph 1 of this Call, by making specific references to the standards of sustainable development, the principles of respect for and enhancement of the environment and the cultural and architectural heritage of the region of study and its comparative advantages and specificities, the related institutional framework and finally, fundraising possibilities for financing the integrated operational plan for the restoration of the region of study.
    • Successful mapping of the current state of affairs and problems encountered
    • Coherence and cohesion
    • Use of an original approach
    • Innovative and genuine character of proposals
    • Potential use of proposal as a model to be applied in similar situations
    • Quality and inventiveness of presentation
